The Hague Centre for Strategic Studies

The Hague Centre for Strategic Studies (HCSS) was established in 2007 as an independent think tank. The founder Prof. dr. Rob de Wijk started this organization with a small team of senior experts and analysts drawn from organizations such as the Netherlands Organisation for Applied Scientific Research (TNO), RAND, Clingendael, the Dutch Ministry of Defense and the United Nations.

The Mission Statement of HCSS is "Transforming global challenges of today into solutions for tomorrow". HCSS helps governments, nongovernmental organizations and the private sector to understand the fast-changing environment and seeks to anticipate the challenges of the future with practical policy solutions and advice.

NALSAR University of Law



​The National Academy of Legal Studies and Research (NALSAR) was established in 1998 by a Statute of the State of Andhra Pradesh. Since its inception, the University has been home to vital conversations on law and justice. Indo-Dutch relations date back to more than 400 years when the Dutch East India Company began trading in India. Diplomatic relations between India and Netherlands were established in 1947. GCSC

The Global Commission on the Stability of Cyberspace (GCSC) is helping to promote mutual awareness and understanding among the various cyberspace communities working on issues related to international cybersecurity. By finding ways to link the dialogues on international security with the new communities created by cyberspace, the GCSC has a genuine opportunity to contribute to an essential global task: supporting policy and norms coherence related to the security and stability in and of cyberspace.
Chaired Co-Chairs Michael Chertoff and Latha Reddy, the Commission comprises 26 prominent Commissioners representing a wide range of geographic regions as well as government, industry, technical and civil society stakeholders with legitimacy to speak on different aspects of cyberspace.
The GCSC will be linked to existing initiatives, such as the Global Commission on Internet Governance and the London Process, through Special Representatives.

​The Government of Karnataka, officially known as Karnataka Sarakara,  is a democratically elected body with the governor as the constitutional head. The governor who is appointed for five years appoints the chief minister and on the advice of the chief minister appoints his council of ministers. GFCE


The GFCE strengthens international cooperation on cyber capacity building by connecting needs, resources and expertise and by making practical knowledge available to the global community. The current focus of the GFCE is three-fold: coordinating regional and global cyber capacity projects and initiatives; sharing knowledge and expertise by recommending tools and publications; and matching individual needs for cyber capacities to offers of support from the community as a clearing house function. With an effective global clearing house mechanism, the GFCE improves efficiency on a global level in the delivery of capacity building programs by avoiding duplication and blind spots. An additional focus introduced in the second half of 2020 is the collecting and prioritizing of research gaps (as identified by the GFCE Working Groups) into a global cyber capacity building Research Agenda.

Government of Telangana

Telangana is the 29th state of India, formed on the 2nd of June 2014. The state has an area of 1,12,077 Sq. Km. and has a population of 3,50,03,674. The Telangana region was part of the Hyderabad state from Sept 17th 1948 to Nov 1st 1956, until it was merged with Andhra state to form the Andhra Pradesh state.
After decades of movement for a separate State, Telangana was created by passing the AP State Reorganization Bill in both houses of Parliament. Telangana is surrounded by Maharashtra and Chhattisgarh in the North, Karnataka in the West and Andhra Pradesh in the South and East directions. Major cities of the state include Hyderabad, Warangal, Nizamabad, Nalgonda, Khammam and Karimnagar.

National Law School of India University - Bengaluru

The National Law School of India University came into existence through a Notification under the National Law School of India University Act (Karnataka Act 22 of 1986). It signified the culmination of efforts by the Judiciary, the Bar Council of India, the Karnataka Bar Council, the Bangalore University and the Government of Karnataka to reform legal education and to establish a centre of excellence for legal education and research in India.

Thanks to the generosity of the Government of Karnataka and the Bangalore University, the Law School has a campus of its own, located in Nagarbhavi, about 10 kms from the City railway station and standing over twenty-three acres beside the Institute of Social and Economic Change. Since 1991, it is a fully residential university on one campus with three Halls of Residence for men, three Halls of Residence for women, two Hostels for post-graduate women students, three blocks for Faculty Quarters and two blocks for non-teaching staff Quarters besides the Academic Block. The munificence of Mrs. Sudha Narayanamurthy of INFOSYS has enabled the Law School to have the Shri Melgiri Narayan Rao Memorial Library, named after her father, for providing up-to-date library facilities.

An important note is that this strategic framework has a rather high level of abstraction. The reason for this is that TU Delft is active in many areas and engages in so many different activities that a framework that sought to
